POWER was hired to study and issue a report on the technical feasibility and advisability of using heavy fuel oil in the Kabul Power Plant. POWER’s study included:
- Modifications to the engines; delivery, storage, handling and treatment of heavy fuel oil; impacts on operation and maintenance of plant using heavy fuel oil; impact on plant availability and reliability when operating on heavy fuel oil; and practicality and impact of converting the plant to operate on diesel fuel oil only.
- A review of the existing design drawings and data, and recommendations for design modifications that would facilitate a change in operation of the plant from a dual fuel (heavy and light fuel) to a single (diesel) fuel plant.
- Addressing the staffing levels and staff capabilities for the operation of a plant on diesel oil and operating a plant on heavy fuel oil.
- Establishing reliable supply lines for heavy oil and diesel fuel oil, and the costs of each.
