POWER managed the commissioning of the Totoral Wind Park, Chile’s first fully functioning wind generation facility. The 46 MW project used 23 Vestas V-90 2 MW turbines. POWER developed project specific pre-commissioning and commissioning procedures and documents required to start-up and operate the new wind energy generation facility. The procedures were developed for the medium-voltage electrical collection system, a 23/66 kV substation, approximately 7 km of high-voltage 66 kV transmission line, and a 66/220 kV substation terminating on the high-voltage side breakers feeding the Seccionadora Canela (Transelec) switch station. This included fiber cables between the wind turbine generator and the 66/220 kV substation, the wind park control building and the S/E Canela 2 control building. POWER also provided on-site management services for commissioning these systems using the documents as developed.
